Setting up

The Foundation was established in 1995, being incorporated as a company limited by guarantee on 16th March 1995 under registration number 3036200. On 28th September 1995 it was registered as a charity, the charity registration number being 1049485.

Area of Benefit

The area of benefit within which the Foundation carries out its charitable works is situated within the London Borough of Newham and comprises West Silvertown and its environs. It includes Britannia Village developed in a partnership between the former London Docklands Development Corporation (LDDC) and Wimpeys, the Peabody Trust and the East Thames Housing Group, who together were the initial sponsors of the Foundation. However, the Foundation's area extends beyond the Village and, while enjoying some flexibility, may broadly be described as that part of Newham which is bounded by the River Thames to the south and west, North Woolwich to the east, and Victoria Dock Road and Royal Albert Way to the north.

Objects

The Foundation was incorporated with broad objects which in summary are:

* Relief of need, hardship and distress
* Protection and preservation of health
* Advancement of education and learning including vocational training
* Public education in the Arts
* Provision of facilities for recreation and other leisure-time occupation
* Promotion of high standards of planning, architecture and social provision
* Preservation, protection, development and improvement of the physical and social environment.

Within these objects, the Foundation sees its central purpose as engaging the existing and emerging resident and business communities to work together to further the interests of the area and build a real sense of community from which all will benefit.

Pursuant to these objectives the Foundation in May 2007 took over the ownership and running of the Britannia Village Hall

The Foundation is managed by a Board of Trustees (regarded as directors for company law purposes) all of whom give their time absolutely free. The Board is structured so as to give opportunities for representatives of local residents, local community and voluntary organisations and local businesses to serve on it and it also includes representatives of the initial sponsors of the Foundation. With the facility also to co-opt a small number of additional people whose positions/skills are such as to strengthen the expertise available, the Foundation seeks to ensure that it has the range of experience to enable it to shape its priorities effectively so that its work makes a real difference in meeting the aspirations of local people. Membership

The Trustees see the Foundation as “belonging” to the local community and they very much welcome applications for membership from local residents, voluntary and community organisations and businesses. There is no upper limit on the number of members the Foundation may have and the Trustees would like to achieve a situation where the vast majority of local people have joined.

There is also associate membership for those who, while not living or working in West Silvertown, nevertheless wish to support the Foundation.

There is a one-off joining fee of £1 for individual membership, £5 for voluntary and community organisations, £10 for businesses and £5 for associates. In addition, an annual subscription is payable each 1st April as follows:-D Silo

         ~ If receiving no outside funding £5
         ~ If funded from outside the organisation £20
  • Business members
       ~ With not more than 20 employees £50
       ~ With 21 to 100 employees £100
       ~ With 101 to 250 employees £250
       ~ With more than 250 employees £500

    All members receive the annual report of the Trustees and audited accounts of the Foundation and have the right to attend, speak and (except for associate members) vote at general meetings, in particular the annual general meeting which is held in the autumn. Except for associate members, they may also stand for election as a Trustee at the annual general meeting to serve within their category of membership, the term of office being from year to year.

    The Trustees

    The current structure of the Board (maximum fourteen, minimum seven) is as follows:-

    • One person appointed by the developer of the urban village
    • One person appointed by East Thames Housing Group
    • One person appointed by Peabody Trust
    • One East Thames Housing Group (ETHG) resident elected at the annual general meeting
    • One Peabody Trust resident elected at the annual general meeting
    • Two residents of privately owned property elected at the annual general meeting
    • One business representative elected at the annual general meeting
    • One voluntary and community organisation representative elected at the annual general meeting
    • Five persons co-opted by the Trustees
